IRC has been working in Pakistan for approximately 40 years, managing and delivering large, complex programs to meet the needs in health, education, safeguarding, environmental health and livelihoods for displaced, poor and disaster affected communities. IRC works in partnership with local government and non-governmental organizations and is currently working across the country.
About the Project:
International Rescue Committee, for its upcoming project seeks to provide support and protection to Afghan Refugees in 19 Districts of Khyber Pakhtunkhwa province at the initial stage with a plan to extend to other districts in coming years. The proposed project will contribute to strengthening and scaling up the current CP & WPE interventions. In addition, the scope will be extended to prevention and response activities for the new arrivals residing in the Refugee Villages (RVs). It is about to protecting women, children, including individuals or groups at risks from harm and ensuring that women, children who are exposed to protection risks are immediately referred to relevant specialized services of case management and psychosocial support through an interactive referral pathway developed. Existing capacities of the service providers will be enhanced through provision of capacity building trainings and technical assistance.
Major Responsibilities: Under the direct supervision of Team Lead, the Area Manager will be responsible for the overall management of child protection and WPE program implementation in the respective cluster. The position holder will be responsible for the networking with relevant collaborator including social welfare department, UN agencies, UNHCR partners etc., and will provide operational oversight in cluster. The position holder will be working closely with other collaborators for the implementation of CP and WPE integrated interventions ensuring coordination with other sectors establishing a referral mechanism.
Supervision/Implementation:
- Provide leadership and lead cluster/district teams to ensure program quality, effectiveness and achievement of program results as per agreed work plan and budget.
- Manage and supervise staff in accordance with IRC HR Policies and Procedures including staff performance management, orientations, capacity building, staff induction and conflict resolution.
- Maintain and update database of all training and community mobilization activities at cluster level.
- Provide necessary organizational support to conduct trainings/workshops/seminars / meetings etc.
- Assist in developing bi-annual/quarterly/ monthly work plan as envisaged in the project proposal.
- Assist in conducting required surveys or assessments as part of the project plan.
- Plan and supervise case management, community mobilization and capacity building activities at the cluster level.
- Supervise and support district level teams to perform their jobs and ensure efficient utilization of IRC resources and assets.
- Conduct regular field visits to ensure timely and quality implementation of planned project activities.
- Identify gaps in the implementation of CP and WPE activities and share with respective technical coordinators for timely support
- Work closely with MELA team to perform M&E activities as per MEL plan, ensure corrective actions are identified as a result of progress and outcomes monitoring and update action tracker in timely manner
- Provide input and ensure quality of the activities being implemented.
- Support monthly meetings of field staff at cluster/district level.
- Strong coordination and ensuring integration of child protection, WPE with all other sectors such as education, health, livelihoods etc., for the achievement of the project objectives.
- Prepare/review activity reports of all the relevant sections as per agreed timelines.
- Ensure timely update of RRP activity info for CP and WPE activities.
- To perform any task assigned by the supervisor.
Liaison & Coordination:
- Collaboration and coordination with partners at the district level to achieve overall project objectives.
- Collaborate closely with IRC security focal points on security issues as the incumbent will be ultimately responsible for security management at the cluster level.
- Represent IRC among the partners, governments, CSOs, communities etc.
- Represent and ensure participation in coordination meetings at cluster/district level with all the relevant collaborators and UNHCR partners.
Financial Management:
- Manage petty cash for projects needs and timely send expenses to concerned office.
- Ensure that monthly cash projections are prepared and submitted to finance.
- Coordinate all purchases and requisitions with procurement.
Key Working Relationships:
- Position Reports to: Team Lead
- Closely working relationship: Team lead, CP & WPE Coordinators, MEAL, Data Management,
- support functions in KP office and project-based staff of district office/s.
- Directly supervise: CP officer, WPE officer, Community Mobilizers, Admin Officer, M&E Assistant
Job Requirements:
Education:
- Master’s degree in Social Sciences, development studies or any related field.
Work Experience:
- Five (5) years of experience of project management and managing diverse teams; operations of district offices.
- Experience of working in a large complex organization, including preferably at least three (03) years of working within an international NGO.
- Demonstrated Skills and Competencies: previous experience of working with Afghan Refugees will be an advantage.
- At least 3 years of demonstrated experience in WPE/GBV and child protection in emergency or development contexts.
- Demonstrated capacity in safe space programming for children and adolescents girls, women, and caregiver engagement.
- Capacity to develop, implement and analyze quality assurance components, plan and organize staff trainings, develop and implement work plans, duty roasters, performance appraisals etc.,
- Skills in liaising and coordination with the collaborators including government and partners.
- Strong coordination skills with the ability to manage information (report writing and presentations).
- Excellent communication skills, cultural sensitivity, flexibility, ability to improvise, great teammate.
Language Skills:
- Must be fluent in Urdu & English.
- Preference will be given to local language.
