Job Description:

A.     Responsibilities

  •   Results-based monitoring for all components of the cooperation project
  •   Reporting on operational results including but not limited to project indicators
  •   Providing technical advice on monitoring and evaluation to project staff, counterparts and consultants
  •   Providing professional advisory services to partners and assisting project initiatives to cooperate with a broad range of stakeholders (implementers, target groups, etc.)
  •   Ensuring that M&E can be equally well used for mandatory reporting, operational steering and internal and external communication

B.     Tasks

1.      Advising the partner institutions

  •   provides technical advice on demand to partners and supports M&E-related initiatives
  •   assists the development of project activities for M&E in close consultation with counterparts
  •   leads the design, preparation and implementation of events on issues of resp. arising from project M&E
  •   responsible to develop and improve quality assurance measures

2.      Results-based monitoring

  •   guides management and team members to ensure efficient, steady and timely data and information gathering and documentation for M&E
  •   ensures conformity of project M&E with GIZ corporate requirements and standards and provides team with any updates
  •   works with external consultants/NGOs as required to collect data for M&E and reporting of programme indicators and operational results
  •   monitors indicator values and trends using GIZ software and other database systems
  •   report regularly and timely on strategic and operational results, providing analysis and projections for project management
  •   helps management and team members to use M&E intelligence for project steering
  •   carries out M&E training for team members when necessary

3.      Networking and cooperation

  •   provides M&E input for optimum cooperation with target groups, partners and stakeholders
  •   provides inputs for PR work

4.      Knowledge management and documentation

  •   works in close collaboration and/or coordination with technical advisors on all knowledge management and documentation
  •   ensures recording and documenting the results of project activities in cooperation with the advisors
  •   collects and processes information and data about the programme for communication purposes together with the team
  •   does research on topics relevant to project M&E, allowing alignment, comparison, and conjunction of results with other programmes, activities etc.
  •   supports or leads, on behalf of the project leadership, the preparation of diverse project reports, including annual reports; contributes to other reports as required by the project manager and GIZ Head Office
  •   reports and presents M&E results to a wide range of stakeholders and contributes to internal and partner programme monthly/quarterly/annual reports
  •   collaborates with the project’s knowledge management advisor for all documentation and especially on filing of relevant documents in the GIZ document management system (DMS)
  •   harmonises project Result-based Monitoring (RBM) with GIZ software (onSITE Operations) and if needed, with other databases of client or partners to ensure a transparent monitoring

5.      Other duties and additional tasks

  •   coordinates and cooperates closely with the team’s Advisor on Knowledge Management & Gender
  •   performs other duties and tasks at the request of management

C.     Required qualifications, competences, and experiences

Qualifications

  •   Masters’ degree in a relevant subject e.g. social sciences, project administration, or related to the project objectives

Professional experience

  •   At least three (3) years professional experience in a comparable position on monitoring and evaluation and communication on results
  •   Experience with an international organization will be an added advantage
  •   In-depth knowledge of current international impact and evaluation

Other knowledge, additional competences

  •   Fluent in Urdu and English (orally and written). Knowledge of local languages would be an asset.
  •   Very good working knowledge of ICT technologies (relevant hard- and software and ICT tools for development, such as data management)
  •   Willingness to up-skill as required by the tasks to be performed – corresponding measures are agreed with management
  •   Willingness to work in an international work environment and to apply intercultural sensitivity is required
  •   Willingness to undertake official travel (e.g. Khyber Pakhtunkhwa and Punjab)
  •   Ability to act with the utmost discretion and confidentiality, especially in terms of information and details obtained during research and analysis session for RBM
  •   Excellent communication skills, good interpersonal skills and willing to cooperate with colleagues
  •   Ability to work independently, while enabling and inspiring other team members
